Ryanair Customers Face New Card Charges

No frills airline Ryanair is to introduce two new charges from Friday but its reason for imposing a credit card booking fee has been questioned by a regulator. The carrier said it was bringing in a 2% credit card processing fee on all new bookings made from tomorrow in order to comply with a recent Office of Fair Trading (OFT) ruling. However, the OFT said: "We have not required any airline to introduce new payment charges, increase their credit card charges, or scrap any discounts they wish to offer. "We took action to make sure that debit card charges are included in the headline price and credit card charges are transparent and not sprung on shoppers towards the end of the booking process." Ryanair also announced that its passengers would have to pay a £6 administration fee to cover the airline's website costs. The only exceptions will be bookings made using Ryanair's "cash passport" scheme in Ireland, Germany and Spain, where administration fees can be avoided until February 1, February 15 and March 21 2013 respectively. Ryanair defended the move saying it was continuing to "deliver the lowest fares and a no-fuel surcharges guarantee to all our passengers" and that passengers could avoid credit card fees by paying with a debit card. On the row over its card processing fee, it released a statement which said: "Ryanair is disappointed, but not surprised, by the OFT’s attempt to distance themselves from their anti-consumer rulings. "Before the OFT imposed these baseless changes, airlines could partner with card providers to allow their cardholders the exclusive advantage of avoiding such fees. "As the OFT has removed our ability to help passengers avoid fees through exclusive partnerships, perhaps they may wish to pay these fees on the consumers’ behalf.

U.S. soldier in WikiLeaks case says he was held in a "cage"


FORT MEADE, Maryland (Reuters) - A U.S. Army private facing court-martial on suspicion of leaking secret documents to the WikiLeaks website testified on Thursday he was confined to a "cage" in the early days after his arrest in 2010, and thought he would die there. Bradley Manning, in his first public comments since his arrest in Iraq, said his isolation quickly led to a breakdown, and his military captors eventually put him on suicide watch. "My nights were my days and my days were my nights," Manning said. "It all blended together after a couple of days." The low-ranking soldier Manning faces up to life in prison if convicted of charges he played a role in the massive leaking of secrets by WikiLeaks, which stunned governments around the world by publishing intelligence documents and diplomatic cables, mostly in 2010. Manning's lawyers were working on a plea deal involving less serious charges that would result in a prison term of at least 16 years, one of his attorneys said. His captors initially gave Manning little or no information about the charges against him as he was taken from Iraq to a U.S. detention facility in Kuwait, he said. Manning said he was confined to a structure he called a "cage" of eight feet (2.43 metres) square inside a tent. He suffered a breakdown about a month after his May 2010 arrest, and guards later found a noose in the cage. Manning had made the noose but failed to recall he had done so because he was so disoriented, he said. "I remember thinking I'm going to die stuck here in this cage," Manning said. "I thought I was going to die in that cage. That's what I saw - an animal cage." Upon being transferred to Quantico, Virginia, in July of 2010, Manning was placed in solitary confinement for up to 23 hours a day, on suicide watch with a guard checking on him every few minutes. He was often noticed playing peek-a-boo in the mirror. "The most entertaining thing in there was the mirror. I spent quite a lot of time with the mirror," Manning said. When asked why, he said, "Just sheer, complete, out-of-my-mind boredom." The private's testimony, which was set to continue into Friday when he would be cross-examined, came on the third day of a hearing at Fort Meade, Maryland, to determine whether his case should proceed to a full court-martial. In the absence of a plea deal, Manning's case could go to trial, where he faces possible life imprisonment if he is convicted of all the security breach charges against him. LINKS TO WIKILEAKS Charges include stealing records belonging to the United States and wrongfully causing them to be published on the Internet and aiding enemies of the United States, identified by prosecutors as al Qaeda in the Arabian Peninsula, an affiliate of the militant network founded by the late Osama bin Laden. Prosecutors have alleged that Manning, without authorization while on intelligence duty, disclosed hundreds of thousands of U.S. diplomatic cables, military reports and video of a military helicopter attack in Iraq in which two Reuters journalists were killed. WikiLeaks has never confirmed Manning was the source of any documents it released. In pre-trial litigation, prosecutors have presented testimony legal experts say could be used to build a case Manning had been in email contact with Julian Assange, WikiLeaks' Australian-born founder. Assange has spent nearly six months in the Ecuadorean Embassy in London, where he sought refuge to avoid extradition to Sweden for questioning in a sexual molestation case. Assange and his supporters have said the Swedish case against him could be part of a secret plot to have him shipped for trial to the United States and either executed or imprisoned at the U.S. detention facility in Guantanamo Bay, Cuba. U.S. officials have denied those assertions. But they have acknowledged a federal grand jury in Alexandria, Virginia, has been collecting evidence about WikiLeaks. U.S. officials have not ruled out criminal charges against Assange. Earlier on Thursday, Assange played down reports that his health was declining after Ecuadorean officials said he was suffering from a chronic lung ailment.

Rotherham By-Election: Labour Secures Victory

Labour has held onto Rotherham in a parliamentary by-election which saw a surge towards the UK Independence Party and disastrous results for both coalition parties. The Conservatives finished fifth behind not only UKIP but also the British National Party and Respect, while Tory candidate Simon Wilson only held onto his deposit by a whisker. Liberal Democrat Michael Beckett came eighth and lost his deposit, trailing behind the English Democrats and an independent. Labour's Sarah Champion won comfortably with 9,866 votes, a majority of 5,218 (24.46%) over UKIP. The party's majority in a seat it has held since 1933 was marginally down on the 27.9% it recorded in the 2010 general election. The Rotherham by-election was one of three staged in Labour-held seats on Thursday. Labour's Andy McDonald held the seat of Middlesbrough with a large majority of 8,211, while the party also kept the Croydon North constituency. The Rotherham poll was forced by the resignation of Denis MacShane in the wake of a report condemning him for abusing parliamentary expenses. Labour described Ms Champion as a "clean break" candidate following the scandal surrounding Mr MacShane, and she becomes the first ever woman MP for the seat. After the result was announced, Ms Champion urged the Government to "get Rotherham back to work". "I've never stood for election before but when I see the damage David Cameron is doing to Rotherham I cannot stand and watch," she said. She said she was not a career politician and will serve "not for what I can get out of it but what I can put into it". On a turnout of 21,330 (33.63%), UKIP recorded its best ever by-election result with 4,648 votes (21.79%). Jubilant UKIP leader Nigel Farage said: "Our previous best ever by-election result a fortnight ago was 14.3% and this one is comfortably over 20%. Whichever way you look at it, UKIP is on the rise.

Supermarkets Back New Price Promotion Rules


Eight supermarkets have agreed to make sure that special offers and price promotions on food and drink are fair. It follows an investigation by the Office of Fair Trading (OFT) into the way prices are displayed and promoted in stores. Concerns have been raised about prices being temporarily inflated to make later discounts look more attractive. Major UK supermarkets have now agreed to follow a set of principles drawn up by the OFT. Tesco, Sainsbury's, Morrisons, Waitrose, Marks and Spencer, Aldi, the Co-op and Lidl have all signed up. Asda says it is reviewing the proposed code. The principles cover claims such as "Was £3, Now £2" or "Half Price", which must now only be offered for the same or less time than the product was initially sold at the higher price. The supermarkets have also agreed not to artificially inflate prices to make a later "discount" look more attractive.
Pre-printed claims on packs, such as "Bigger Pack, Better Value", must be true - and there should not be a cheaper way of buying the same volume of the product elsewhere in the same store, even if there is a promotion on smaller packs of the same item. The OFT did not find that the supermarkets had breached the law or were engaging in misleading promotional practices but did find "what appeared to be inconsistency in the way the law was being interpreted and applied", it said. OFT chief executive Clive Maxwell said: "Household budgets across the country are under pressure and shoppers should be able to trust that special offers and promotions really are bargains. "Prices and promotions need to be fair and meaningful so shoppers can make the right decisions."

Mauritanian president says returning to France for treatment


NOUAKCHOTT (Reuters) - Mauritanian President Mohamed Ould Abdel Aziz said on Thursday he will once again travel to France for medical treatment for a bullet wound he suffered in mid-October. The Western ally in the fight against al Qaeda in Africa already spent nearly six weeks in France recuperating from the wound to his abdomen, which his government said was caused when a Mauritanian patrol accidentally fired on his car. He returned to Mauritania's capital, Nouakchott, last Saturday, easing fears concerning the state of his health and uncertainty over who was managing the country - which has suffered two coups since 2005. "I leave tomorrow for appointments in France," Abdel Aziz said in a press conference broadcast on national television. "I need to do further testing and X-rays. I will leave only for a few days," he said. He has repeatedly said that he has remained in charge of the country throughout the ordeal, and that his injury was not life threatening. Straddling black and Arab Africa on the continent's west coast, Mauritania, a country of 3.2 million people, is an iron ore, copper and gold producer with a budding off-shore oil and gas sector. The country has launched at least two airstrikes on Islamist camps in neighbouring Mali since 2010, raising fears of a fresh attack on Mauritanian soil. The northern two-thirds of Mali is now in the hands of al Qaeda-linked rebels since a coup earlier this year, and African and western governments are mulling an international intervention to retake the zone. On Thursday, rebels from Islamist group Ansar Dine took control of a Malian town near the Mauritanian border after ousting Tuareg rebels from the MNLA separatist group.

Gerard Depardieu Detained After Scooter Crash


French actor Gerard Depardieu has been detained for alleged drink driving after crashing his scooter in Paris. The 63-year-old fell off his scooter in the French capital and then reportedly failed an alcohol test before being taken to a police station. Depardieu, who has appeared in more than 150 films, has had several run-ins with the law in the past. In 1998, he crashed his motorcycle when his blood alcohol level was five times over the legal limit, escaping with leg and facial injuries. Last year he was removed from a flight from Paris to Dublin after urinating in the aisle of the plane before take-off. In August, a motorist claimed the star hit him during a row that started after Depardieu's scooter and the man's car collided in Paris. Depardieu's management company has so far not commented on the latest incident. One of France's best-loved actors, Depardieu overcame a speech impediment before forging his film career. He was nominated for an Academy Award for his role in the 1990 film Cyrano de Bergerac and has also appeared in the Asterix series.

France's National Front smells opportunity as rivals feud


PARIS (Reuters) - France's far-right National Front party celebrated a fourfold increase in requests for membership on Thursday as a feud convulsed its main right-wing rival the UMP. UMP leadership contenders accuse one another of fraud in an internal election and the party now risks a permanent split just months after it lost power, a potential gift for Socialist President Francois Hollande. An opinion poll showed the anti-immigration National Front, which opposes the euro currency, could be an even bigger winner from the infighting. What started as a dry affair that fascinated few beyond UMP ranks has become a daily soap opera that is making the party the object of ridicule. "This is the funniest comedy of the year," movie director Luc Besson told a French newspaper. "Nobody would even dare write that for TV or cinema." Right-wing daily Le Figaro called the squabbling "live suicide" on its front page this week and National Front leaders drew mocking parallels with the U.S. TV soap opera Dallas. Marion Marechal-Le Pen, niece of National Front boss Marine Le Pen, said her party had enrolled 600 members a day over the past week, compared to around 150 per day previously. Many could have come from the UMP, she told LCI television. The opinion poll published on Thursday made grim reading for the party that ruled Europe's second-biggest economy for a decade until Hollande defeated incumbent Nicolas Sarkozy in a May presidential election run-off. Some 38 percent of respondents felt the National Front would be the biggest beneficiary of the UMP's squabbling, well ahead of Hollande's Socialists. There is little sign that the acrimony will end soon, with leadership candidate Francois Fillon refusing to accept defeat to his rival Jean-Francois Cope in a recount that followed the disputed initial vote on November 18. Cope is a disciple of Sarkozy with hardline views on immigration and religion. Fillon was a popular prime minister under Sarkozy and strikes a more urbane, reserved image. Sarkozy, who led the UMP before his 2007-2012 presidential term, is "furious" over the infighting, according to long-time friends, and returned from semi-retirement this week to broker a truce. The deal fell apart the morning after it was struck. "THIRTY MADMEN" Marine Le Pen scored nearly 18 percent of the vote in the first round of the presidential vote and Marion, granddaughter of party founder Jean-Marie Le Pen, became the first National Front member of the National Assembly since the mid-1980s. They hope the economic crisis plaguing Europe and cutbacks planned to reduce a bloated state debt will push more poor and disenchanted voters their way and help the National Front gain ground in local elections set for 2014 and 2015. Fillon has created a splinter group in the UMP called R-UMP (Rassemblement UMP). It was soon the butt of jokes on TV shows and Twitter because of the acronym's meaning in English. A UMP member of parliament, Damien Meslot, is now calling for a grassroots revolt against "thirty madmen" at UMP headquarters in Paris. Cope and Fillon have agreed to Sarkozy's latest request to hold a new election, but only if an internal referendum is held first to see if party members support yet another vote. Another group is suggesting that a committee be set up to assess the merits of a referendum and a new election. Meslot proposes that UMP regional federations hold votes among 300,000 members to decide whether to hold another re-run.

Clinton urges due process in trials of Georgia ex-officials


WASHINGTON (Reuters) - The United States warned Georgia on Thursday not to follow the path of Ukraine into an era of political witch-hunts as the country's new government prosecutes a raft of former officials following last month's parliamentary election. "We do hope that everything that is done with respect to prosecuting any potential wrongdoers is done transparently in accord with due process and the rule of law," Secretary of State Hillary Clinton said in remarks with visiting Georgian Foreign Minister Maia Panjikidze. The detentions of former state officials since billionaire Bidzina Ivanishvili led a coalition to victory over President Mikheil Saakashvili's long-ruling party in parliamentary elections last month has raised fears of political reprisals and drawn criticism from the European Union. More than 10 former senior officials - including a former interior minister and the army's acting chief-of-staff - have been arrested and charged with abuse of power, illegal confinement or illegally obtaining personal information. Saakashvili, who has steered a strongly pro-Western course since rising to power in the peaceful 2003 Rose Revolution, is due to remain in the presidency until next year. A senior State Department official said Clinton's message to Georgia was clear, citing backsliding in Ukraine where the prosecution of opposition leader Yulia Tymoshenko has been roundly criticized by Western governments as selective justice. "A key message that we are giving the new Georgian government, including today, is do not follow the course of Ukraine. Do not become Ukraine." Panjikidze took pains to reassure Clinton over how the cases would go forward and "was very clear in understanding that they know the world is watching," State Department spokeswoman Victoria Nuland told a news briefing. Washington has repeatedly urged cooperation between political rivals in the ex-Soviet republic, a route for Caspian Sea oil and gas exports to Europe and a focus of geopolitical rivalry between the West and Russia, which routed Georgian forces in a five-day war in August 2008.

US unveils road map to AIDS-free generation


secretary of State Hillary Clinton unveiled Thursday an ambitious US blueprint on how to realize the dream of an AIDS-free generation, aiming to see virtually no babies born with HIV by 2015. "Scientific advances and their successful implementation have brought the world to a tipping point in the fight against AIDS," the 54-page document says. Speaking at a launch to mark World AIDS Day, Clinton stressed that challenges still exist as the global community seeks to "change the course of this pandemic and usher in an AIDS-free generation." But although HIV may still be around into the future, "the disease that it causes need not be," Clinton said. Antiretroviral drugs have been hugely successful in cutting the rate of HIV transmission from pregnant women to their unborn babies or via breast-feeding, as well as in helping HIV-positive patients from developing AIDS. Some 1.7 million people still die every year from AIDS-related illnesses. But in the vision of an AIDS-free generation, almost no child is born with HIV; as they grow up, they are at lower risk of becoming infected; and if they do get HIV, they have access to treatment to halt its progression towards AIDS. New HIV infections among children and adults around the world have fallen by 19 percent over the past decade, and AIDS-related deaths by 26 percent since a peak in 2005. "As we continue to drive down the number of new infections, and drive up the number of people on treatment, eventually we will be able to treat more people than become infected every year. That will be the tipping point," Clinton said. "We will then get ahead of the pandemic and an AIDS-free generation will be in our sight." In a message for World AIDS Day, President Barack Obama said the global community should come together "to remember those we have lost, and to renew our commitment to end the pandemic once and for all." He praised the "great strides" made in combating the disease and stressed that in the United States testing and prevention remained priorities, particularly among the worst hit communities -- gay men, Latinos and African Americans. US Global AIDS coordinator Eric Goosby told AFP that some 390,000 children are born at the moment every year with HIV, primarily in about 22 countries, mostly in sub-Saharan Africa. Taking a cocktail of three antiretroviral drugs cut the risk of a mother transmitting HIV to her baby to less than two percent, he said. It also allowed her to breast-feed and protected her in future pregnancies in countries where many women had between five to seven children. "Now we will not get to zero," Goosby warned, saying many women in developing countries never enter prenatal care. But he hoped by 2015 that the numbers of babies born with HIV would drop globally below 40,000. In a moving speech at the launch of the blueprint, South African Florence Ngobeni-Allen, an ambassador for the Elizabeth Glaser Pediatric AIDS Foundation who is HIV-positive, spoke of losing her own daughter and husband to AIDS. "Losing a child to AIDS is the worst thing that a mother can go through. I've told this story so many times, but it still feels like yesterday," she said. Her pain turned to joy, once she had remarried and gave birth to two HIV-negative sons, the oldest of whom is now six. "Let's not give up, for the fight is far from over... I dream of a generation born free of HIV. I know it's real because my children are part of it. I'm proof of it, and I am proud of that," she said. Under the road map drawn up by the President's Emergency Plan For AIDS Relief (PEPFAR), the United States will: -- work towards the elimination of new HIV infections in children by 2015 and keeping their mothers alive; -- increase its coverage of HIV treatment to cut the number of deaths from AIDS and boost HIV prevention, including antiretroviral drugs. Obama has set a goal of treating some six million people with such drugs by the end of 2013; -- increase the numbers of men that get circumcisions. By the end of fiscal year 2013, PEPFAR aims to have supported such operations for some 4.7 million men in eastern and southern Africa; -- step up access to testing and counseling, as well as to condoms and other prevention methods. The blueprint stressed though that underpinning all these efforts would be scientific advances, adding the US will support innovative research. "In every setting, in every country, really in every city... we are on a continuum towards an AIDS-free generation," Goosby said. "There's an aggregate and a kind of cumulative reflection of that for a country, and a world. But it is an individual march for each person and for each population."

Barack Obama Hosts Mitt Romney At White House


President Barack Obama has hosted his former Republican opponent Mitt Romney for a private lunch at the White House. The encounter was the first time the two have met since the November 6 presidential election. The pair sat down alone in the president's private dining room off the Oval Office. The meeting was closed to the media, and Mr Romney, now stripped of his Secret Service detail, left a little over an hour after his arrival. White House spokesman Jay Carney said: "Governor Romney congratulated the president for the success of his campaign and wished him well over the coming four years. "The focus of their discussion was on America's leadership in the world and the importance of maintaining that leadership position in the future. "They pledged to stay in touch, particularly if opportunities to work together on shared interests arise in the future." Mr Carney said the pair dined on white turkey chilli and southwestern grilled chicken salad. There was a moment of drama for Mr Romney as his motorcade neared the White House when a man approached the vehicles and was then arrested after arguing with Secret Service officers. It remains unclear whether the meeting was just for appearances' sake as Mr Obama seeks to heal the political wounds of a divisive election or if he had a specific task in mind for Mr Romney and, if he did, whether the Republican would accept. Mr Obama said in his first post-election news conference earlier this month that he hoped to work with Mr Romney. One issue the president could seek the assistance of the former Republican candidate on is the looming so-called fiscal cliff that has left the White House and Republican members of Congress at odds. They must reach a deal before January 1 to halt the combination of tax hikes and automatic spending cuts that were put in place as punishment for the failure by a gridlocked Congress to reach a deficit-cutting deal last year.

Strauss-Kahn to settle civil suit with hotel maid - NY Times


NEW YORK (Reuters) - Former International Monetary Fund chief Dominique Strauss-Kahn will settle the civil lawsuit brought by the hotel maid who accused him of sexually assaulting her last year, the New York Times reported on Thursday, citing people with knowledge of the matter. Lawyers for Strauss-Kahn and Nafissatou Diallo will appear before a judge in New York next week, the Times reported, though the newspaper said one person familiar with the details emphasized that a final agreement has not yet been signed. The amount of money involved in the settlement could not be determined, the Times said. Lawyers for both sides did not immediately respond to requests for comment. The scandal that erupted after Diallo's allegations scuttled Strauss-Kahn's plans to run for president of his native France and forced him to resign his post days after he was arrested and charged with attempted rape, among other crimes. But the criminal prosecution fell apart after doubts emerged concerning Diallo's credibility as a witness. The Manhattan district attorney's office formally moved to dismiss the indictment in August 2011, and a judge dropped the charges. The lawsuit, which was filed just weeks before the criminal charges were dropped, accused Strauss-Kahn of a "brutal" assault and sought unspecified damages. But Strauss-Kahn has maintained that the sexual encounter was consensual. Strauss-Kahn filed his own countersuit against the maid earlier this year, claiming Diallo's accusations destroyed his career and harmed his reputation. Diallo alleged Strauss-Kahn forced her to perform oral sex on May 14, 2011, in his luxury suite at the Sofitel Hotel in Manhattan. Strauss-Kahn's legal troubles have persisted since his return to France, where authorities have investigated his possible involvement in a prostitution ring that included sex parties he attended in France and in Washington, D.C. In recent months, he has attempted a political comeback on the international speaking circuit.

Al Qaeda battle in Afghanistan to stretch for years - U.S.


WASHINGTON (Reuters) - Al Qaeda fighters are still trying to make inroads into Afghanistan, U.S. Defence Secretary Leon Panetta said on Thursday, cautioning that battling the group would be a core U.S. mission there for years to come. Panetta made the comments as the United States weighs how large a military force to keep in Afghanistan when the NATO combat mission ends in 2014, ending a war that, at that point, will have stretched for over 13 years. There are approximately 66,000 U.S. troops in Afghanistan, but the residual force may number less than 10,000. President Barack Obama could decide in the coming weeks, although no deadline has been set. Commenting on the scope of a post-2014 counter-terrorism mission, Panetta did not mention al Qaeda allies or Taliban militants battling U.S. forces. He said fighting the core al Qaeda group to prevent it from re-establishing a safe haven in Afghanistan was "going to be the fundamental thrust of the (counter-terrorism) effort." A narrow focus could help limit the size of the mission. "Although we clearly have had an impact on (al Qaeda's) presence in Afghanistan, the fact is that they continue to show up," Panetta told reporters at the Pentagon. "And intelligence continues to indicate that they are looking for some kind of capability to be able to go into Afghanistan as well." A U.S. Defence official, speaking on condition of anonymity, estimated there were still only about 100 al Qaeda militants in Afghanistan. But Jeffrey Dressler, an Afghanistan expert at the Washington-based Institute for the Study of War, said looking only at al Qaeda fighters - as opposed to those who ally with them - carried enormous risks. "I think the mistake that we've made all along is too narrowly defining the threat," Dressler said. Beyond counter-terrorism, Panetta said the post-2014 U.S. presence in Afghanistan would also need to have a "train-and-assist mission" to further develop the Afghan Army. He also said the United States would need to provide "enablers" - specialists who perform tasks such as destroying landmines or treating the injured - to support U.S. forces. Panetta declined to offer any estimate for the size of the force, saying that is "exactly what's being discussed" now.
